The central thesis is too large for any single study, so the Institute of Policy Dynamics breaks it into discrete research projects — each scoped to stand on its own, publishable and fundable, while contributing one piece to the larger picture. The thesis is the index that keeps a hundred small projects coherent.

It owns the Longitudinal Governance Panel and carries IPD’s commitment to rigor explicitly. Method and measurement are part of the institute’s identity, not a back office: when the quality of the evidence is the institution’s reputation, the work cannot be quietly routed around.
